I have seen formats similar to this in esports events with 256 participants and I really like it. The primary difference is players were eliminated at every stage.
In your format, the group stages conclude with all the teams in one of four groups, promoted, maintained x2, and relegated. Does each group have its own KO round to produce 4 remaining teams? Do those remaining 4 teams then play for the overall winner or are there 4 winners?
